Nepal Plans Land Distribution and Housing for Landless Within 1,000 Days

The Government of Nepal has announced a plan to provide land to landless and squatters across the country by arranging their rehabilitation through integrated housing programs.

The plan has been included in a 100-point action agenda approved by the Cabinet meeting held on Friday.

According to the government’s roadmap, an integrated digital database of landless people, squatters, and unmanaged settlers will be collected within 60 days. In addition, the government aims to resolve the issue within 1,000 days by conducting household surveys in coordination with local governments. Clear criteria—such as cut-off dates, income levels, and ownership of other property—will be implemented to identify genuine beneficiaries.

As part of the plan, records of public, unregistered, and guthi land will be updated, mapped, and digitized using a Geographic Information System (GIS)-based database. Verified landless individuals will be gradually provided land, or alternatively, rehabilitated through integrated housing models such as land pooling or apartment systems, especially in densely populated urban areas.

To ensure transparency, the government will launch a public dashboard to monitor land distribution and rehabilitation processes. The entire program will be carried out under the direct supervision, coordination, and monitoring of the concerned ministry.
