11:05 AM A group of approximately 40 to 50 individuals gathered under the leadership of activist Samrat Upadhyay. In response to this assembly, a joint security team was deployed to the site. This team consisted of 30 personnel led by Deputy Superintendent of Police Bed Prakash Joshi and an additional 10 officers from the Armed Police Force.

11:20 AM The situation began to disrupt public infrastructure as the group moved to Simara Chowk on the Birgunj-Pathlaiya highway. Protesters burned tires and obstructed the road, effectively blocking traffic in both directions. Security personnel attempted to negotiate with the group to clear the area peacefully.
