Viral Video of Pregnant Dog Abuse Sparks Outrage in Biratnagar

A violent video circulating on social media has sparked widespread outrage after it allegedly showed a man sexually abusing a dog. The incident has raised serious concerns about animal rights, human morality, and the ethical standards of society.

The main suspect in the case, 60-year-old Dal Bahadur Rai, is currently on the run. Police have intensified efforts to locate him. The incident reportedly took place in Biratnagar, where local animal welfare groups and rights activists are actively assisting the investigation.

What Happened?

According to reports, the abuse had allegedly been occurring repeatedly over the past six months. The suspect is accused of bringing different dogs to his home, administering sleeping tablets to them, and then subjecting them to sexual abuse. Local residents said Rai had been engaging in such acts regularly, though the matter was not taken seriously until recently. Authorities have stated that there is no indication the suspect suffers from any mental illness.

The video, which surfaced on social media two to three days ago, was made public by local journalists and animal rights activists. The footage is described as deeply disturbing and shows the dog being subjected to severe suffering. It has also been claimed that the dog seen in the video was pregnant, further intensifying public anger.

Locals reported that Rai had been bringing dogs to his house and releasing them again over the past six months, but suspicions were largely ignored until the video emerged.

Following the public disclosure of the incident, the suspect fled. Police tracking suggested he had traveled toward Ilam, but his mobile phone is currently switched off, complicating the investigation.

Animal Rights Activists Condemn the Act

Animal rights activists have strongly condemned the incident, calling it inhumane and criminal. Animal rights advocate Bishwo Ram Karki described it as a “crime devoid of humanity.”

“This abuse had been ongoing for six months, and we obtained the video with the help of local residents,” Karki said. He added that the suspect allegedly used sleeping tablets to incapacitate the animals, putting their health and lives at serious risk. A formal complaint has been filed, and police have begun legal proceedings.

Animal welfare groups have deployed special teams in Biratnagar to assist police in the search for the suspect. “After the incident was made public, the suspect went into hiding,” Karki said, stressing the need for stricter laws against animal cruelty.

Animal rights activist Dr. Rashmi Thapa warned that such behavior poses a threat to society at large. “Acts like this show a complete absence of humanity,” she said. “A person who commits sexual violence against animals can also become a danger to people.” She added that neighbors had also expressed discomfort and fear due to the suspect’s behavior.

Renewed Debate on Animal Rights

The incident has once again brought the issue of animal rights in Nepal into focus. Thousands of social media users have spoken out against the abuse, while animal welfare advocates are demanding strict punishment for the accused.

Experts say such cases highlight the urgent need for stronger legal enforcement, mental health awareness, social vigilance, and tougher laws against animal cruelty.

Legal Provisions and Possible Punishment

Under Nepal’s Criminal Code (Muluki Criminal Code, 2017), the incident constitutes a serious अपराध. Section 227 criminalizes sexual abuse of animals. The law provides for up to two years’ imprisonment and a fine of up to NPR 20,000 in cases involving cows, and up to one year’s imprisonment and a fine of NPR 10,000 for other animals such as dogs.

Additionally, under Section 290, acts of animal cruelty and torture can result in up to three months’ imprisonment, a fine of up to NPR 5,000, or both.
